Objective

To establish a national framework for developing resilient, decentralized, and strategically secure communication networks that ensure reliable connectivity for communities, critical infrastructure, emergency response, and public services under normal and crisis conditions.

Action

• Develop a national framework for strategic community communication infrastructure covering network architecture, coverage, redundancy, interoperability, cybersecurity, emergency communications, and long-term sustainability.

• Define minimum connectivity and resilience requirements for villages, subdistricts, critical infrastructure, healthcare facilities, emergency response centers, public service facilities, and strategically important locations.

• Promote a multi-layer communication architecture combining terrestrial broadband, mobile networks, satellite communication, radio systems, and other appropriate technologies to ensure connectivity redundancy.

• Establish priority communication zones for disaster-prone, remote, border, infrastructure-critical, and strategically important areas.

• Develop interoperability standards enabling communication systems operated by local governments, healthcare facilities, emergency services, disaster response agencies, and national security-related agencies to coordinate during emergencies.

• Establish infrastructure resilience requirements covering backup power, network redundancy, physical protection, cybersecurity, emergency restoration, and continuity of service.

• Integrate strategic community communication infrastructure with the Integrated Community Emergency Response Platform and other national digital infrastructure systems.

จัดทำกรอบการพัฒนาโครงข่ายสื่อสารเชิงยุทธศาสตร์ระดับชุมชน เพื่อให้ชุมชน โครงสร้างพื้นฐานสำคัญ หน่วยบริการสาธารณะ และระบบตอบสนองเหตุฉุกเฉินสามารถเข้าถึงการสื่อสารที่มีความมั่นคง ต่อเนื่อง และมีระบบสำรอง ทั้งในภาวะปกติและภาวะวิกฤต

• จัดทำกรอบระดับชาติสำหรับการพัฒนาโครงสร้างพื้นฐานการสื่อสารเชิงยุทธศาสตร์ระดับชุมชน ครอบคลุมสถาปัตยกรรมเครือข่าย พื้นที่ให้บริการ ระบบสำรอง การเชื่อมโยงระหว่างระบบ ความมั่นคงปลอดภัยไซเบอร์ การสื่อสารฉุกเฉิน และความยั่งยืนในการดำเนินงาน

• กำหนดข้อกำหนดขั้นต่ำด้านการเชื่อมต่อและความยืดหยุ่นของโครงข่ายสำหรับหมู่บ้าน ตำบล โครงสร้างพื้นฐานสำคัญ สถานพยาบาล ศูนย์ปฏิบัติการฉุกเฉิน หน่วยบริการสาธารณะ และพื้นที่ที่มีความสำคัญเชิงยุทธศาสตร์

• ส่งเสริมสถาปัตยกรรมการสื่อสารแบบหลายชั้น โดยผสานโครงข่ายบรอดแบนด์ภาคพื้นดิน เครือข่ายโทรศัพท์เคลื่อนที่ ระบบสื่อสารผ่านดาวเทียม ระบบวิทยุ และเทคโนโลยีอื่นตามความเหมาะสม เพื่อสร้างความซ้ำซ้อนของระบบสื่อสาร

• กำหนดพื้นที่สื่อสารที่มีความสำคัญเป็นพิเศษ เช่น พื้นที่เสี่ยงภัยพิบัติ พื้นที่ห่างไกล พื้นที่ชายแดน พื้นที่ที่มีโครงสร้างพื้นฐานสำคัญ และพื้นที่ที่มีความสำคัญเชิงยุทธศาสตร์

• จัดทำมาตรฐานการเชื่อมโยงระหว่างระบบ เพื่อให้หน่วยงานท้องถิ่น สถานพยาบาล หน่วยแพทย์ฉุกเฉิน หน่วยงานด้านสาธารณภัย และหน่วยงานด้านความมั่นคงที่เกี่ยวข้อง สามารถประสานงานและสื่อสารร่วมกันได้ในภาวะฉุกเฉิน

• กำหนดมาตรฐานความยืดหยุ่นของโครงสร้างพื้นฐานด้านการสื่อสาร ครอบคลุมระบบไฟฟ้าสำรอง ความซ้ำซ้อนของเครือข่าย การป้องกันทางกายภาพ ความมั่นคงปลอดภัยไซเบอร์ การกู้คืนระบบ และความต่อเนื่องของบริการ

• เชื่อมโยงโครงสร้างพื้นฐานการสื่อสารเชิงยุทธศาสตร์ระดับชุมชนเข้ากับ Integrated Community Emergency Response Platform และโครงสร้างพื้นฐานดิจิทัลระดับชาติอื่นที่เกี่ยวข้อง

• ประเทศไทยมีกรอบระดับชาติสำหรับการพัฒนาโครงข่ายสื่อสารเชิงยุทธศาสตร์ระดับชุมชนที่มีความมั่นคงและยืดหยุ่น

• ชุมชนชนบท พื้นที่ห่างไกล และพื้นที่สำคัญเชิงยุทธศาสตร์สามารถเข้าถึงระบบสื่อสารที่มีความน่าเชื่อถือ

• มีช่องทางการสื่อสารสำรองสำหรับรองรับภัยพิบัติและเหตุฉุกเฉิน

• หน่วยงานท้องถิ่น สาธารณสุข การแพทย์ฉุกเฉิน และหน่วยงานด้านสาธารณภัยสามารถสื่อสารและประสานงานร่วมกันได้อย่างมีประสิทธิภาพ

• ระบบสื่อสารมีความสามารถในการรองรับไฟฟ้าดับ ภัยพิบัติ การขัดข้องของโครงข่าย และเหตุการณ์ที่กระทบต่อโครงสร้างพื้นฐาน

• ประเทศไทยมีสถาปัตยกรรมโครงข่ายสื่อสารเชิงยุทธศาสตร์แบบกระจายตัวที่สามารถขยายผลได้ทั่วประเทศ
