• Develop resilient broadband and digital communication infrastructure for rural and remote communities, prioritizing areas with limited or unreliable connectivity.

• Deploy a multi-layer network architecture combining fiber, fixed wireless, mobile networks, community Wi-Fi, and other appropriate technologies to provide network redundancy.

• Establish resilient local communication nodes capable of maintaining essential connectivity when part of the wider telecommunications network is disrupted.

• Prioritize connectivity for healthcare facilities, schools, local government offices, emergency operation centers, water and energy utilities, and other critical community infrastructure.

• Integrate backup power systems, network redundancy, automatic failover, and rapid restoration mechanisms to improve continuity of service.

• Promote shared infrastructure models that allow local governments, communities, public agencies, and telecommunications operators to share suitable network infrastructure and reduce deployment costs.

• Establish network monitoring and performance management systems to identify outages, congestion, infrastructure failures, and service degradation in real time.

• Integrate the rural digital communication network with the Community Emergency Satellite Communication Program to provide additional connectivity redundancy during major disruptions.

พัฒนาโครงข่ายสื่อสารดิจิทัลที่มีความยืดหยุ่นสำหรับชุมชนชนบทและพื้นที่ห่างไกล เพื่อให้ประชาชน หน่วยงานบริการสาธารณะ โครงสร้างพื้นฐานสำคัญ ระบบเศรษฐกิจท้องถิ่น และระบบรับมือเหตุฉุกเฉินสามารถเข้าถึงการเชื่อมต่อดิจิทัลได้อย่างต่อเนื่อง มีประสิทธิภาพ และทั่วถึง

• พัฒนาสถาปัตยกรรมโครงข่ายหลายชั้น โดยผสมผสาน Fiber, Fixed Wireless, Mobile Network, Community Wi-Fi และเทคโนโลยีอื่นตามความเหมาะสม เพื่อสร้างช่องทางสำรองของระบบ

• จัดตั้งจุดเชื่อมต่อเครือข่ายระดับชุมชนที่สามารถรักษาการสื่อสารที่จำเป็นได้ แม้โครงข่ายโทรคมนาคมส่วนหนึ่งเกิดความขัดข้อง

• ให้ความสำคัญกับการเชื่อมต่อสถานพยาบาล โรงเรียน องค์กรปกครองส่วนท้องถิ่น ศูนย์ปฏิบัติการฉุกเฉิน ระบบประปา ระบบพลังงาน และโครงสร้างพื้นฐานสำคัญอื่นของชุมชน

• ติดตั้งระบบไฟฟ้าสำรอง ระบบเครือข่ายสำรอง ระบบเปลี่ยนเส้นทางการเชื่อมต่ออัตโนมัติ (Automatic Failover) และกลไกกู้คืนระบบอย่างรวดเร็ว เพื่อรักษาความต่อเนื่องของบริการ

• ส่งเสริมรูปแบบการใช้โครงสร้างพื้นฐานร่วมกันระหว่างองค์กรปกครองส่วนท้องถิ่น ชุมชน หน่วยงานภาครัฐ และผู้ให้บริการโทรคมนาคม เพื่อลดต้นทุนการลงทุนและลดการสร้างโครงสร้างพื้นฐานซ้ำซ้อน

• พัฒนาระบบติดตามและบริหารประสิทธิภาพโครงข่าย เพื่อตรวจจับการขัดข้อง ความหนาแน่นของเครือข่าย ความเสียหายของโครงสร้างพื้นฐาน และการลดลงของคุณภาพบริการแบบเรียลไทม์

• เชื่อมโยงโครงข่ายสื่อสารดิจิทัลชนบทเข้ากับ Community Emergency Satellite Communication Program เพื่อเพิ่มความซ้ำซ้อนของระบบสื่อสารในกรณีเกิดภัยพิบัติหรือโครงข่ายหลักขัดข้องรุนแรง
