Objective 

To establish decentralized community emergency communication centers that provide continuous communication, incident coordination, situational awareness, and operational support for local emergency response, disaster management, healthcare, and critical infrastructure services.

Action

• Establish Community Emergency Communication Centers in strategically selected communities, particularly areas exposed to natural disasters, remote communities, and locations with critical infrastructure.

• Equip each center with integrated communication capabilities covering terrestrial digital networks, radio communication, satellite communication, emergency messaging, and backup communication channels.

• Establish a local emergency communication and coordination function connecting local authorities, healthcare facilities, EMS, rescue teams, disaster response agencies, utilities, and community responders.

• Develop real-time incident monitoring and situational awareness capabilities, including GIS-based mapping, emergency alerts, infrastructure status, weather information, and resource availability.

• Integrate the centers with the Integrated Community Emergency Response Platform, National Community Telemedicine Network, and emergency satellite communication systems.

• Provide resilient power systems, network redundancy, secure communication equipment, and backup facilities to ensure continuous operation during disasters and infrastructure failures.

• Establish standardized operating procedures, communication protocols, escalation procedures, and emergency activation mechanisms.

• Conduct regular emergency drills and communication continuity tests involving local authorities, healthcare providers, emergency responders, and community volunteers.

จัดตั้งศูนย์สื่อสารและประสานงานเหตุฉุกเฉินระดับชุมชนแบบกระจายตัว เพื่อให้พื้นที่สามารถรับรู้สถานการณ์ สื่อสาร ประสานงาน และสนับสนุนการปฏิบัติการฉุกเฉินได้อย่างต่อเนื่อง ทั้งด้านการแพทย์ การกู้ภัย การจัดการภัยพิบัติ และการดูแลโครงสร้างพื้นฐานสำคัญของชุมชน

• จัดตั้งศูนย์สื่อสารและประสานงานเหตุฉุกเฉินระดับชุมชนในพื้นที่ที่มีความสำคัญ โดยเฉพาะพื้นที่เสี่ยงภัยพิบัติ พื้นที่ห่างไกล และพื้นที่ที่มีโครงสร้างพื้นฐานสำคัญ

• จัดให้ศูนย์มีระบบสื่อสารแบบบูรณาการ ครอบคลุมโครงข่ายดิจิทัลภาคพื้นดิน ระบบวิทยุ ระบบสื่อสารผ่านดาวเทียม ระบบแจ้งเตือนฉุกเฉิน และช่องทางสื่อสารสำรอง

• จัดตั้งระบบประสานงานเหตุฉุกเฉินระดับพื้นที่ เชื่อมโยงองค์กรปกครองส่วนท้องถิ่น สถานพยาบาล หน่วย EMS หน่วยกู้ภัย หน่วยงานด้านสาธารณภัย หน่วยสาธารณูปโภค และเครือข่ายผู้ตอบสนองเหตุฉุกเฉินในชุมชน

• พัฒนาระบบติดตามเหตุการณ์และการรับรู้สถานการณ์แบบเรียลไทม์ ครอบคลุมแผนที่ GIS การแจ้งเตือนภัย สถานะโครงสร้างพื้นฐาน ข้อมูลสภาพอากาศ และทรัพยากรที่พร้อมใช้งาน

• เชื่อมโยงศูนย์เข้ากับ Integrated Community Emergency Response Platform, National Community Telemedicine Network และระบบสื่อสารฉุกเฉินผ่านดาวเทียม

• จัดให้มีระบบไฟฟ้าที่มีความยืดหยุ่น ระบบเครือข่ายสำรอง อุปกรณ์สื่อสารที่มีความมั่นคงปลอดภัย และพื้นที่สำรอง เพื่อให้ศูนย์สามารถปฏิบัติงานได้อย่างต่อเนื่องในช่วงภัยพิบัติหรือโครงสร้างพื้นฐานขัดข้อง

• จัดทำมาตรฐานขั้นตอนปฏิบัติงาน โปรโตคอลการสื่อสาร ขั้นตอนการยกระดับเหตุการณ์ และกลไกการเปิดใช้งานศูนย์ในภาวะฉุกเฉิน

• จัดให้มีการฝึกซ้อมแผนและทดสอบความต่อเนื่องของระบบสื่อสารเป็นประจำ โดยมีองค์กรปกครองส่วนท้องถิ่น บุคลากรทางการแพทย์ หน่วยกู้ภัย และอาสาสมัครชุมชนเข้าร่วม

• ประเทศไทยมีเครือข่ายศูนย์สื่อสารและประสานงานเหตุฉุกเฉินระดับชุมชนแบบกระจายตัว

• การสื่อสารและการประสานงานระหว่างหน่วยงานตอบสนองเหตุฉุกเฉินในพื้นที่มีประสิทธิภาพมากขึ้น

• ชุมชนสามารถรับรู้สถานการณ์ฉุกเฉินและภัยพิบัติแบบเรียลไทม์

• ประชาชนได้รับการแจ้งเตือน คำแนะนำ และข้อมูลการรับมือเหตุฉุกเฉินได้รวดเร็วยิ่งขึ้น

• ชุมชนยังสามารถรักษาการสื่อสารได้แม้เกิดภัยพิบัติหรือโครงข่ายโทรคมนาคมภาคพื้นดินขัดข้อง

• การประสานงานระหว่างระบบสาธารณสุข การแพทย์ฉุกเฉิน สาธารณูปโภค และองค์กรปกครองส่วนท้องถิ่นมีความเป็นระบบมากขึ้น

• ประเทศไทยมีต้นแบบศูนย์สื่อสารและประสานงานเหตุฉุกเฉินระดับชุมชนที่สามารถขยายผลได้ทั่วประเทศ
