Access to emergency medical services remains uneven across many rural and remote areas.
Although Thailand has an extensive network of Subdistrict Health Promoting Hospitals (HPHs), many facilities primarily provide preventive care and basic outpatient services, with limited emergency stabilization capability, medical equipment, and disaster response capacity.
As Thailand faces an aging population, climate-related disasters, traffic accidents, and emerging public health threats, strengthening local emergency response capability has become increasingly critical.
Modern healthcare systems are evolving beyond centralized hospital-based care toward community-based emergency preparedness.
Many countries are strengthening local emergency medical capability by integrating emergency stabilization units, telemedicine, mobile medical support, disaster response systems, and digital health networks into primary healthcare facilities.
Community healthcare is becoming the first operational layer of national emergency resilience.
Thailand already possesses a nationwide network of Subdistrict Health Promoting Hospitals, local emergency volunteers, village health volunteers, and emergency medical service organizations.
These existing institutions provide a strong operational foundation for upgrading community healthcare facilities into integrated emergency response centers without constructing an entirely new healthcare system.
