Situation

Thailand’s climate and environmental risks are increasingly interconnected, with drought, floods, extreme heat, wildfires, air pollution, ecosystem degradation, water insecurity, food-system vulnerability, and climate variability reinforcing one another. However, climate adaptation, environmental management, disaster prevention, water security, and ecosystem restoration are still often planned and implemented through separate policy and institutional systems. 

Shift

Shift from sector-specific climate adaptation and environmental risk management toward an integrated national climate resilience and ecological security framework, treating climate resilience and ecosystem integrity as interconnected foundations of national security, economic stability, public well-being, and territorial resilience. 

Advantage

An integrated framework enables Thailand to identify systemic risks, prioritize vulnerable landscapes and critical ecological assets, coordinate adaptation and restoration investments, and strengthen the capacity of communities, infrastructure, agriculture, water systems, and ecosystems to absorb, adapt to, and recover from climate-related shocks. 

Additional Structural Advantage

The framework can become the strategic umbrella connecting the entire SI-021 ecological transformation architecture, integrating watershed restoration, living soil, forest–water–humidity recovery, PM2.5 reduction, ecological disaster prevention, community stewardship, and the environmental recovery economy into a single national resilience system with common indicators, spatial priorities, investment principles, and governance mechanisms. 

Implication

Climate resilience will no longer be treated primarily as a response to future climate impacts, but as a national ecological security capability, enabling Thailand to proactively rebuild the natural and social systems that protect water, food, health, livelihoods, infrastructure, and economic stability.
