Thailand’s watershed restoration efforts remain fragmented across agencies, projects, budgets, and geographic areas, with interventions often focused on individual sites rather than the watershed as an interconnected ecological system. This limits continuity of restoration, weakens upstream–downstream coordination, and makes it difficult to establish long-term watershed resilience.

Shift from fragmented, project-based watershed rehabilitation toward a national watershed restoration system that manages watersheds as interconnected ecological units, linking forests, soil, water, communities, agricultural areas, and downstream ecosystems within a common restoration architecture. 

Advantage

A national system enables Thailand to prioritize restoration according to watershed condition, ecological importance, water-security risk, and climate vulnerability, while coordinating interventions across administrative boundaries and creating continuity from upstream source areas to downstream communities.

Additional Structural Advantage

The system can establish a common national framework for watershed assessment, restoration standards, spatial prioritization, monitoring, financing, and inter-agency coordination, creating a persistent institutional mechanism rather than relying on individual restoration projects or annual budget cycles.

Implication

Watershed restoration becomes a national infrastructure and ecological security function, allowing Thailand to progressively rebuild watershed capacity, strengthen water security, reduce ecological degradation, and increase resilience to droughts, floods, and climate variability.
