Situation

Thailand’s disaster management remains heavily dependent on engineered infrastructure, emergency response, and post-disaster recovery, while the preventive capacity of forests, wetlands, soils, floodplains, coastal ecosystems, and natural water-retention landscapes is not yet systematically recognized and developed as national disaster-prevention infrastructure. 

Shift

Shift from disaster response and engineered protection alone toward an ecological disaster-prevention model that uses healthy ecosystems and restored landscapes as protective infrastructure for reducing flood, drought, landslide, wildfire, coastal erosion, and extreme-heat risks. 

Advantage

Ecological infrastructure can provide distributed protection across entire landscapes by slowing runoff, increasing water retention and infiltration, stabilizing soils and slopes, buffering coastal impacts, reducing fire vulnerability, and moderating local temperatures while simultaneously generating biodiversity and ecosystem benefits. 

Additional Structural Advantage

Integrating ecological infrastructure with conventional engineering creates a hybrid disaster-resilience system, allowing gray infrastructure and natural systems to reinforce one another while reducing pressure on large-scale engineered defenses and lowering long-term maintenance and recovery costs. 

Implication

Disaster prevention can shift from primarily defending communities against natural hazards toward strengthening the landscape’s capacity to absorb, buffer, and recover from hazards, creating a more resilient national territorial system under increasing climate variability and extreme events.
